The Canadian Transportation Authority views obesity as a disability. Last year it ordered Canadian carriers to provide obese passengers an extra seat for free. Air Canada requires a medical certificate from a doctor to qualify for a free seat. Clearly, the Americans are more rational than the Canadians.
