A problem with creating entitlements is the high marginal tax rates that result as the entitlement is slowly withdrawn as income rises. These marginal tax rates, especially when combined with other means-tested programs, create a disincentive to work longer hours or earn more money.
This is a shocking graphic. Notice that low and moderate income workers are facing the highest rates.
I think this administration is fundamentally anti-work.

I don’t quite understand where the 13% comes attributed to the tax code. Payroll taxes alone should be higher than that.
The one thing that might mitigate the problem Devin describes would be if withdrawal of entitlements were synchronized with the increase in income tax rates, effectively creating a flat tax. This would actually provide a logical economic reason for having a graduated income tax.
