   My disgust threshold is too low to spend much time with this.

   ugly vs. uglier

   Neither of these pieces of legislation do anything to change incentives in health care to lower costs. The only way for the government to control costs in these pieces of legislation is to squeeze providers, who are already complaining, and lower benefits.

   Neither of which are problems if consumers were given more control of their health care dollars.
